Diesel For Bail: the diesel is not monetised-Registrar.

NARRATION OF VERIFICATION AND PERFECTION OF BAILS IN FEDERAL HIGH COURT AWKA DIVISION.
The above subject matter refers:
With all due respect, Sir, I humbly wish to narrate to you the process and procedures adopted by the Court in the exercise of Execution of the Order of Court, whereby the Court makes an Order directing the Deputy Chief Registrar to verify the Bail conditions as granted and thereafter report the compliance or otherwise to his lordship accordingly.
Attached herewith this letter are 10 (Ten), Processed Court Orders for Bail, for your kind perusal please. On these Orders his lordship directed that the Sureties shall deposit a refundable Bank Draft in the name of the Deputy Chief Registrar. These Drafts in compliance have been deposited in United Bank for Africa (UBA) in an interest yielding Fixed Deposit Accounts, and will remain there throughout the pendency of the Trial.
The Bank Drafts are part of the Bail Bond. The Bank Drafts or any of the Bail Bonds are not for the Deputy Chief Registrar’s personal aggrandisement.
Because of my very busy schedule I find it impracticable to embark on the Bail verification in person. Hence I appointed very senior experienced Bailiffs to function as sheriffs for the purposes of verifying the Bail conditions and reverting back to me in writing, attached herewith for your perusal are some of the Affidavits of verification as submitted to me by the Sheriffs.
The verifications are complied with in order of paragraphs. In the cause of the Affidavit of means, the Sureties shall have such means in their Bank statement to show capability at the point of standing as Surety.
Secondly, the EEDC Electricity supply is Epileptic, the EEDC disconnected their supply to the Court for three (3) months, during the said period, Robbers stole the super Amourd Cables that transmits Energy from the transformers to the Court premises and sundry. The Court was without Electricity for over Nine (9) months.The Quarterly subvention of N500,000 from the Court Revenue can barely purchase a Drum and a half which cannot sustain the Division for up to two (2) weeks. Hence the Counsels in the Open Court before his lordship Hon. Justice H. Nganjiwa unanimously suggested to supply the Diesel of about 20 – 30 litres per file. This is meant to speed up and facilitate the typing of their Bail verification processes.
However those who are unable to provide Diesel due to Pro-Bono or due to inexplicable shortcomings are still accommodated on any leftover Diesels when the causes of those who supplied are ventilated.
To avoid any shred of suspicion, misinterpretation or fear of diversion of purpose, it was the practice, that the Counsels, their clients will bring the Diesels in jerry can, take same to the generator and deposit same.   The Diesel was not monetized.
Thirdly, I maintain an Open Door Policy, but nonetheless, I still invite my secretary into my office whenever a Counsel or a Litigant wishes to specifically have a meeting with me, this is to enhance trust promote transparency and protect everyone as the case maybe. It was never intended to disrespect anyone.
With all due respect Sir, these as explained above are the issues the Counsels in Anambra State have against me. I humbly wish to say that I discharge my official duties to the best of my knowledge and ability. I hereby humbly submit myself for correction, better method and approach of serving the BAR/Court and Litigants if I have been found wanting or lagging.
Also attached herewith are copies of Bank Drafts and Court Orders for your investigation.
